Good question. I noticed this, too. It is also a very old limo, so maybe it is to keep the timeline going.

Doubt it. Only view I saw so far was of mountains. But it does beg the question how are we supposed to have massive penthouse + casino, not to even mention garage.

Probably works the same as the Yacht. Only available when you're in the same session. But this time the guest room has a working closet (you need to use the master suite one on the Yacht)
