In the past I've used a VPN to switch countries and it would speed back up but I don't know if that's going to help for this update.

 

Mine is almost done but went from 5 MB/s to 100 KB/s

OK so passive mode has a 30s exit timer now, you cannot be passive in a weaponised vehicle, and there's a 5m cooldown.
