Real 90s LA Mod (help needed)

My plan is to make GTA SA to look more like real 90s LA                                                             

TO DO LIST:

To add more trash and trashcans  

To add more gang houses

To add more graffitis

To add more palms

To add drug addicts on the streets

To add gangsta baggy clothes and sh*t

To add phone booth/pay phone

To add option to rob drug dealers and stash houses (like in The Wire)

Carjackings and NPC robberies

To add some hoods to San Fierro 

To add beta ballas and GS skins

To add bloods and crips

To add random NPC on NPC (grove street on ballas) drive by code/script (watch YT video down there)
