Which foreign setting would best suit GTA?

Now obviously it's not going to happen so long as Dan Houser believes that GTA is an American thing, and given that part of the series identity is being a parody of American pop culture I wouldn't expect anything different unless the series goes for a new direction. But let's just be a bit hypothetical and assume GTA was going foreign for it's next game. Which locations do you think would suit the theme of the series best? I personally think a few of the following locations could work for the following reasons.

 

  • Mexico: Unlike the other ideas I have, I don't have a specific location for this one. However, the opportunity could very well be taken to focus on a story working in one of the drug trafficking syndicates. After all, like in the US, there is a low-intensity drug war between the syndicates and the government, and given that Rockstar has proved themselves to be capable of capturing a good Mexican atmosphere in Red Dead Redemption, it's clear they're cut out for it should they want to do it. 
  • Hong Kong: Rockstar has already had GTA protagonists working for the triads before. One of the main characters in San Andreas, Woozie, was one of our strongest allies and one of my favourite characters. I know the city has been done before in Sleeping Dogs, but it was not any where near as detailed and alive as Rockstar's open-worlds. Not to mention, it was pretty much a completely fabricated map with real names used. Rockstar could even let us ride to Macau on a ferry for a Venturas-esque vibe.
  • London: Now whenever I read the news in my native country, I often think to myself just how much a sh*thole London has become. Knife crime is a serious issue that they think will take ages to solve, and there's many rough areas with loads of gangs like Hackney while there are also nice wealthy areas like Chelsea. Many GTA locations have similar situations with it's ghetto areas and nicer areas, so London wouldn't be too different. GTA has been before, so it'd be nice to go back, and not like Watch Dogs in a dystopian futuristic setting (not too fond of it).

 

Any GTA that goes foreign doesn't have to be limited to these locations, but I think they could just as well be good settings if Rockstar and/or it's fans get tired of causing havoc on American streets. Now when selecting locations I'd like you to bear in mind that just because you might like it doesn't mean it'd be a good setting. For example, I like Dubai as a city, but it'd be a poor location for a GTA game not only because it would get banned in many middle eastern states, but because crime is so few and far between that it'd take a lot of creative work to create a less down-to-earth universe which Rockstar prefers to avoid, since they like realistic settings and storylines. No, I'd want you to elaborate why it would be a good setting, for reasons such as crime that goes on or other kinds of corruption you could take part in as a protagonist. So long as it doesn't take too much away from the GTA formula and only really goes foreign, it should be fine. 

 

So with that all said and done, give us your ideas and your thoughts below...

A game between Hong Kong, Macau and mainland China seems fun, maybe with missions where you have to smuggle drugs across the borders, or one where you'll have to sabotage a factory making fake products and exporting them.

A GTA set in Russia, or maybe Eastern Europe, could work. Another thought that came to mind is some country in sub saharan Africa, where there is often a lot of crime, but then also it would have too much misery, and in my opinion it wouldn't be a very enjoyable experience.

London or Russia. Both could work.

 

Only trouble with London is the traffic but I guess they could tone it down a bit like in IV and V.

 

Also think of the parodies of all them protests there. One mission could be to steal the PMs bicycle lol.

 

Russia is a huge map potentially and just think of all the funny cars they'd create, such as the Lada Riva. Maybe some kind of retired special forces protagonist could be forced out of retirement. 

 

But both won't ever happen. I think we're stuck in the US for the near future. Which is fine because think of the Trump references they'll make lol.

The one where they can nail its satire, not just political but more importantly the social and other types. But i doubt it would be easy, i mean e.g. who cares about politics in Spain in 1988? Maybe we could learn about culture and social situation back then and other aspects but i'm still not sure how satire would work. Set anywhere nowadays isn't also a good idea but maybe Germany during the fall of RAF in 90s? Or 1977?

I'm pretty sure one of the reasons R* won't leave USA is because they're not sure how to satirize other countries.

So i'll try think of some examples where they could do the (social) satire right: Russia, France, Italy, Serbia, Japan, Brazil (yeah thats all i can think of bc im not sure either that much). I think they should look for a country that has a unique and interesting satire. They should avoid countries that are culturally and socially samey or similar (especially to USA). But i don't see this as an easy task at all. In fact that might be one of the most difficult things for them to accomplish: Doing all types of satire of a country that isn't USA right

And there's another problem: if e.g. they do Japanese satire but literally all the radio, tv etc is in Japanese, then only those who speak Japanese will understand it.

Think of it, why GTA Tokyo got cancelled? Because of road systems? That's only one part of the truth. I'm pretty sure they wouldn't like the idea to have to dub everything in English only for the whole world to be able to understand it. They'd find themselves in a situation like Just Cause and Avalanche Studios: take a non-anglophonic totalitary country and dub everything in English. It may have familiarity but it'd suck for a gta. So do most dubs suck, be it movies, series or games, any language

So in that case they should probably only have gtas set in anglophonic countries and those where English is one of the several official languages

In a form of side setting many comes to mind, but as a main one, somehow nothing works like the US of A. At least to my subjective taste.

Northern Ireland set sometime during the mid-‘90s.

 

I’m thinking the game would follow a young PIRA member from his time in his native country toward the end of the Troubles conflict through his eventual illegal entry into the United States (for reasons that have to be fleshed out lol, I’m just brainstorming here). This multi-location concept would probably only work on next-gen consoles.

Australia, I'd love to see the game's version of Perth or Sydney or whatever Australian city they'd do. Plus from what I've heard it's a little bit like America, but with a ton more British influence.

I hate the idea of GTA outside of the USA. Strictly hypothetical for the sake of the OP,

 

Russia or Cuba.

 

Russia in the 90’s as the aforementioned post suggests, would be kickass.  Ex- KGB secret agents now taking “straight” jobs but are really fronts for serious mafioso work. Crooked police, shaky economy, and a weak government makes for a good, gritty location for a crime game. Russia is the only European country where I’ve seen civilians brandish firearms in public.  

 

Also, the apparent lack of driving skills and extreme frequency of road rage we know about thanks to YouTube makes for a dangerous setting related to driving, so I think it would be cool.

 

My other choice is Cuba.  A beautiful place with great culture but an oppressive government could make for a political prisoner turned kingpin story, or something interesting.

-Moscow after the fall of Soviet Union.

The protag will be a former-KGB agent who has now joined hands with Russian mafia after the dissolution of KGB. Working as a assassin, drugs and arms smuggler, dealing with corrupt Russian military generals, Chechan, Uzbeks, Azeri, Tatar and other ethnic gangs, war criminals from Eastern Europe, human traffickers. It would be fun.

 

-London, something related to immigrant gangs or the British firms. Northern Ireland would be cool too with the IRA stuff.

 

-Hong Kong, playing as a member of Triads something like the movie "A better tomorrow". 

 

-Mumbai of 1980s, the time which produced some of the world's most wanted and richest gangsters who still operate from their hideouts of Europe, Gulf and Southeast Asia.

 

-Mexico or Brazil.

They have their own popular culture, good movies that can work as an inspiration

Unlike New York, there are actually criminals using RPGs

Paris is as well known and iconic as any major US city

French culture can be easily mocked without being too racist

Only their police cars suck

Thought I'd add another contribution to my list, and though maybe somewhat unusual, it may be a good addition. South Africa. It would be an especially unique setting with megadiverse wildlife, but it's also a country that's full of crime and carjackings (from what I have heard at least) so it would seem like GTA could fit in quite well. Only issue is that it may be a bit hard to parody, but as a Commonwealth nation it wouldn't be as hard as other settings perhaps. I can't comment with certainty on that half, but still.

Well we're a nation of descendants of mongrel British convicts after all.:ph34r:

 

For an Australian themed GTA I think Melbourne would probably be the best bet. It has a long criminal history dating back to the early 1900s (Look up the 90s Melbourne Gangland wars). There's also the Italian mafia, Lebanese gangsters, Triads etc. Basically all the criminal organisations infamous in other countries just with an Aussie spin. As an Aussie I've always felt Australia isn't represented enough (Though Forza Horizon 3 helped) and I would love to see more games in my homeland.

I think a GTA Tokyo would be pretty cool. They could hit a lot of nails on the head with that setting such as those wishing for an organized crime set up, extensive car customization, and underground street racing. 

 

Other places, Mexico City could work pretty good too as they could make a decent story driven game based around the power cartels there wield around their federal government. 

 

1990's Moscow or maybe Vladivostok. A lot of corruption in both cities post the Soviet collapse and therefore many avenues for organized crime.
