Permanent solution for the "cutscene bloom" on low/hi PostFX.

You've got an outdated computer yet you like to spend time in singleplayer? You love the story mode? You always watch the cutscenes? This mod / fix is definitely for you!

 

However, if you play GTA: Online, I suggest you do not use this as it's a mod and can get you banned.

 

If you're familiar with the issue, you already know what I'm talking about. If you ain't, you probably don't need this at all... but check this out:

When you set PostFX quality to "Normal" or "High", you get this ugly-ass bloom-ish effect during the cutscenes. It seriously makes them look bad. Originally, setting PostFX to "Very High" or "Ultra" fixes this issue, however, you might be aware of the fact that PostFX takes a lot of processing power and it'll cause a significant drop in fps; plus if you're struggling to get 30 fps on low/medium - like me - the last thing you want to do is crank up the PostFX value. Also, PostFX on "Very High" and "Ultra" will still add some sort of blur. It looks nicer, though. Me personally, I have been trying to fix this for a long time. I tried editing visualsettings.dat and timecycle but nothing's worked out so far. Also, I've never seen anyone solve this issue either so...

Open timecycle_mods_1 and search "NG_first"

Then add those 3 settings

<postfx_intensity_bloom>0.000 0.000</postfx_intensity_bloom>

 <postfx_bright_pass_thresh_width>1.000 0.000</postfx_bright_pass_thresh_width>
 <postfx_bright_pass_thresh>1.000 0.000</postfx_bright_pass_thresh>

after you add those 3 make sure to change the NG_first number mods up by 3

For example if the 

<modifier name="NG_first" numMods="5" userFlags="0">

change it to

<modifier name="NG_first" numMods="8" userFlags="0">

after you add the 3 tweaks

then search "nextgen"

and do the same steps as you did for "NG_first"

 

I posted this fix years ago in one of my mod releases.
