GTA IV is popular of having some very outstanding and solid gameplay mechanics, especially the driving and gun play. But it's no stranger to many players that, as much advanced as they are, they aren't without their flaws.

 

The primary purpose of this mod is to enhance the overall gameplay experience of GTA IV through adjusting several mechanics and elements that either need to be refined, or could be improved. Essentially, the driving has been made smoother, as well as more responsive and refined, and the gun play has been made more realistic, challenging and intense. Making the gameplay overall smoother, more responsive, realistic and refined, yet challenging and tactical at the same time. Sided by some miscellaneous enhancements here and there.

* It's extremely recommended to make backup copies for your files before replacing any of them.

In order to replace and add the archived files, you'll have to use a file modding tool such as OpenIV.

 

 

So, going into more details, these are the changes that have been done so far:

  • Suspension and driving force have been tweaked for the majority of vehicles, and acceleration has been briefly increased for the majority (by decreasing Drag Multiplier), including the subway and cable car. Moreover, vehicles now take far less damage from weapons, especially the NOOSE Enforcer, Annihilator, Buzzard and to a lesser extent the APC.
     
  • Weapons now have enhanced and more balanced performances and features; ammo limit reduced for all weapons, as well as for some weapon pickups, damage power increased for all of them, clip size reduced for some (which also affects ammo of dropped weapons), physics force reduced for the majority, aiming speed tweaked for the majority, fire range tweaked for some, and accuracy increased for all (by decreasing it in the file). Furthermore, the Annihilator's minigun now have regular shells rather than explosive in TLAD and TBOGT.
     
  • Only NOOSE soldiers perform drive-bys in The Lost and Damned's mission Shifting Weight now, given the extremely exaggerated difficulty the weapon changes add to the mission. (modified by @B Dawg.)
     
  • Prices of weapons, ammo, armor vests and parachutes (in TBOGT) have been increased.
     
  • Time cycles have been minorly enhanced. The moon now shows at every night hour of every weather, far clip has been increased, overworld lighting and shadows show properly in every hour of cloudy and rainy weathers, colors of the overworld's lighting and water have been enhanced in some hours of certain weathers to mash better with the sky's color, and blurriness, bloom and brightness/darkness have been reduced in certain hours of some weathers, as well as saturation in certain hours of rainy weathers. Furthermore, several interior cycles now look somewhat smoother.
     
  • The edges of the world's objects (more noticeably fences and leaves) now look smoother.
     
  • Fixed some vehicles not appearing in an intended group due to being named improperly ("POPCYCLE_GROUP_RUSSIAN" rather than "POPCYCLE_GROUP_GENERIC").
     

  • Corrected some typos that prevented some vehicles from appearing in their intended groups in The Ballad of Gay Tony.
     

  • Fixed some vehicles appearing too rarely (by removing them from the "POPCYCLE_CAR_GROUP_BORING_SALONS" group).

     

  • Sultan RS can now be seen in some rich districts.
     

  • Tampa can now be seen more commonly in The Lost and Damned.
     

  • Regina can now be seen in some poor districts in The Lost and Damned.
     

  • The "sports" flag has been added to Banshee and Sultan RS.

     

  • Fixed Zombie B and Blade not appearing with the colors they're intended to spawn with.

     

  • Besides the Lycan, The Lost MC bikers now ride each of Revenant, Diabolus, Hellfury and Zombie in The Lost and Damned.
     

  • Dimitri no longer wears glasses.
     
  • Following the events of The Lost and Damned, Billy's face is now damaged in the prisoner version.
     
  • Bikers can now appear without a hair/beard expansion/variation.
     

  • Fixed the blonde variation of the Caucasian metal-head security having some part of the ring textures missing. They can also appear without variations of hair and beard expansions.
     

  • The unused property variations of the fat LCPD cops and FIB agents have been restored.
     

  • Fixed FIB agents not having their voice lines used.
     
  • Uptown Riders now use their own voice lines for arm wrestling rather than those of the Angels of Death's.
     
  • Several gang members now have more appropriate walk styles that better suit their bodies and personalities.

Reduced the speeds of vehicles. Rather than being x1.5 faster than default, they're now faster by only x1.25. That's more appropriate for Liberty City's narrow roads and crowded traffic.

  • I've added a modified NPC relationships file where gangs become more hostile towards each other (except the Italian and Russian mobs).

I made a little change regarding this:

 

I reused the default "Relationships.dat" file, but with two small changes:

 

- I activated the hostility between the gangs by removing the "#" that's attached to the start of every acquaintance line for the gang relationship lists. I had to replace "Hate" with "Dislike", though, as "Hate" makes them automatically attack run after each others as if they were programmed robots, whereas "Dislike" works similar to how gangs react to the player: asking him (or the rival gang member this time) to leave the area in a while, following him to make sure he's leaving, and then attack him after not too long after.

 

EDIT: I've found out that the "Dislike" category doesn't get activated as long as there's no "Hate" acquaintance assigned to the gang's relationships list, and thus, I re-added the "Hate" acquaintance to every gang's list, with "NETWORK_PLAYER_32" assigned in it, as it mustn't be empty in order to get the "Dislike" acquaintance to work.

 

Just to be noted: unfortunately, this doesn't work in previously saved files. You must start a new game in order to experience the gangs' hostility. But hey, at least it worked!

Gang territories were modified so that:

  • The Lost MC bikers spawn in Beechwood City, in order to represent the Broker chapter.
  • Angels of Death MC bikers spawn in North Holland, as their clubhouse is located there. They also spawn in BOABO and Beechwood City in The Lost and Damned, as they used to in vanilla GTA IV. They also spawn in Tudor to represent the small-time Alderney chapter that appeared in The Lost and Damned.
  • Just like vanilla GTA IV, The Hustlers spawn in Acter in The Lost and Damned.
  • Uptown Riders, which replaced the second group of the Russian Mafia (Russian Gang, lower class than the Russian Mob) in The Lost and Damned, have been removed from every territory that is under the Russian Mafia's control.

  • Fixed gangs not being aggressive towards Johnny in The Lost and Damned, as opposed to Niko and Luis in vanilla GTA IV and The Ballad of Gay Tony, respectively.
  • The Russian Mob (the higher class of the two Russian Mafia groups) and Italian Mafia aren't as aggressive as the other gang types anymore.
  • The Albanian mobsters now spawn in Hove Beach and Fortside.
  • Triads now spawn in Cerveza Heights.
  • Angels of Death now spawn far less certainly in Beechwood City than in default. This makes the hostility between them and The Lost more balanced, as having both of them spawning in big numbers makes the neighborhood too "noisy".
  • Hustlers now spawn in East Holland to represent the latter neighborhood's set of the gang.
  • Tweaked some Bohan territories so that the Albanian mobsters and Spanish Lords appear in daytime hours, and not only at night. Still less certainly than night, though, as it is with the majority of gangs.
  • Fixed pedestrians aside from cops, gang members, taxi drivers and bums not appearing in some parts of Beechwood City.

I've tweaked the gang relationships so that there'll be some kind of "violence levels":

  • Most violent: street gangs - Yardies, Hustlers and Spanish Lords/Dominican Drug Dealers, as well as outlaw motorcycle clubs - The Lost and the Angels of Death.
    They're hostile towards every gang minus the Italian and Russian mobs (excluding the lower class of the Russian Mafia's two groups - the street level Russian gangsters). They can also be hostile towards random criminals other than the player, while street gangs and drug dealers are friendly towards each others. (or at least that's what's intended to occur given the changes I've done to the file)
  • Least violent: The Italian and Russian mobs (higher-class Russian mobsters only).
    They mind their own business, and attack the other gangs when provoked only.
  • The other gangs (Albanian mob, street level Russian gangsters, Irish mob, Korean mob and Triads) lie somewhere in between.
    They're hostile towards the most violent gangs only - street gangs and outlaw motorcycle clubs, attacking the other gangs only when provoked.

There are some exceptions, though: the Albanian and Irish mobs are aggressive towards each others, because that's how it works in the story. Similarly, the Angels of Death are neutral with the Triads, since they were hired as extra muscle for them.

 

EDIT:

  • I tweaked the handling of several vehicles again, making it somewhat smoother.
  • The Angels of Death don't appear in Beechwood City anymore.

  • The Albanian Mob now counts among the "Most violent" gangs when it comes to hostility, as they're more of a street gang in comparison to better organized mobs like the Russian, Italian and Irish mobs.
  • Certain fat mobsters with no affiliations to specific crime organizations can now spawn as criminals, and sometimes they'll carry weapons.
  • Redneck biker wannabes who secure the underground gun shops in Broker and Alderney, as well as the strip club Honkers Gentlemen Club in the latter, don't spawn in Bohan's streets only anymore, but also in Alderney's. They can also spawn as criminals, buy drugs, drive motorcycles, and sometimes they'll carry weapons.
  • Certain jewish businessmen can now spawn as criminals, and sometimes they'll carry weapons, in order to represent the Jewish mob. To be said, this is already the case with some Jewish mob hitmen that appeared in the mission "Late Checkout", but that still didn't apply to the fat, old Jewish businessmen who also took part in the mission, as well as their young equivalent NPCs that didn't appear in that mission.

  • Gang relationships have been tweaked, again, so that, excluding the Italian Mafia and the higher level of the two Russian Mafia groups - Russian Mob, street hostilities between rival gangs now rely on the canon terms between gangs in the story. Additionally, apart from the Italian and Russian mobs (only the higher level of the two Russian Mafia groups - Russian Mob), aggressive/provoked gang members will sometimes try to rescue their arrested gang mate before he gets placed into a patrol.
  • Northwood Dominican Drug Dealers (who share the same files with the Spanish Lords) now appear in Northwood and North Holland.
  • Bikers can now appear without a hair/beard expansion/variation.

  • Fixed the blonde variation of the redneck biker-looking security having some part of the ring textures missing. They can also appear without variations of hair and beard expansions.

  • Yardies now appear in the entire Beechwood City neighborhood, including the area that's influenced by outlaw bikers.

  • Street Punks can now spawn as criminals, and it's possible for all of them to carry weapons sometimes.

I forgot to mention that, as a result of setting gangs to be hostile, provoked gang members (either by a rival gang member, the player, or even by randomly getting bumped by a car, etc) will sometimes try to rescue their arrested gang mate before he gets placed into a patrol.

 

I also found out that this can be implemented without making a gang hostile to any other gang. Simply activating the hate acquaintance towards any ped type does that, even without the need to include the cops or any gang. Thus, apart from the Italian and Russian mobs (the higher level of the two Russian Mafia groups only - Russian Mob), now this is the case with neutral gangs as well.

  • Time cycles have been slightly enhanced. Color correction filters have been darkened in general, and saturation has been increased, making it consistent with 1 throughout all weathers, so that the game looks at its best in default settings. Additionally, the moon now shows at night hours of every weather, and far clip has been increased.

These were just some basic enhancements. I'm not planning to expand on that and improve upon it, as I already have my mod Sweet Autumn.

In order to implement their supremacism towards other gangs, the Angels of Death are now hostile towards the Yardies, Hustlers and Korean Mob. It isn't the case with the Spanish Lords and Triads, though, as they have affiliations with them, having drug deals with the first and working as extra muscle for the latter.

Nice updates, I was just about to suggest the Hustlers to appear in Bohan ;) maybe you can feature some Chinatown Wars turfs back like Koreans in Northern Gardens? And maybe some more Italian Mafia influence all over the city to refer to the other Five Families? Also as a suggestion, I think you should make a separate version for the gang stuff. Idk if this is appropriate but maybe you could also add more pedestrians to the gangs? It's easy to add a completely new ped, and I reckon I once made a new Albanian guy and a new Korean.

Actually, it seems like a good idea. I would probably add some Chinatown Wars turfs sometime later. I'll also see about the Italian Mafia.

Sounds cool, alright :) I wonder what new ideas for gang turfs you'll come up with next. Personally when I was editing the popcycle.dat file I gave Berchem, Lancet, Downtown Broker and Meadow Hills to the Mafia. It's really fun to cause mayhem with the Gambettis in Downtown now.

  • The Italian Mafia now appears in Berchem. They also no longer appear in Downtown Broker, Cerveza Heights, Boulevard, Lancet and Acter in daytime hours, but only at night.
  • Russian mobsters now can be seen in East Hook sometimes at night. They also appear in Meadow Hills instead of Meadows Park, and no longer in daytime hours, but only at night.
  • Yardies now can be seen in South Bohan sometimes at night (due to Real Badman claiming the territory to belong to his posse, as well as the rivalry between Little Jacob and the Hustlers down there, and the second's affiliation with Elizabeta Torres, I can see them sending some Jamaican gangsters over there every now and then). They also no longer appear in the outlaw bikers influenced part of Beechwood City in daytime hours, but only at night.
  • Hustlers can now be seen in Schottler and Northwood sometimes at night.
  • The Korean Mob no longer appears in Little Bay and Northern Gardens in daytime hours, but only at night.
  • Spanish Lords now can be seen in Lancaster at night.
  • Northwood Dominican Drug Dealers no longer appear in North Holland in daytime hours, but only at night.

What would be the effect of this in game?

I have noticed that whenever you start a shootout in a gang territory (In vanilla game) only 2 gang members join the shootout, never more, except from the russians, which respond heavily.

 

Would this remove that dumb limitation?

As far as I know, it's scripted that way. Only two gang members will fight the player, while the other ones will either walk away or just watch (not sure if it applies to shootouts or only fist/melee fights).

 

The thing with gang relationships here in the mod is that, instead of being neutral towards each others, several gangs were set to be hostile towards certain gangs depending on their canon relationships in the story (works only with new game slots and/or slots saved after starting a new game with the mod installed).

  • Angels of Death MC bikers now appear in Beechwood City instead of BOABO. They can also be seen in Willis sometimes at night.
  • Reversely, The Lost MC bikers now appear in BOABO instead of Beechwood City.
  • The Italian Mafia now appears in Suffolk, City Hall and Lower Easton at night, and no longer do in Lancet.
  • The Korean Mob now appears in Industrial rather than Little Bay.
  • Triads now appear in Lower Easton, The Exchange and Fishmarket South at night.

Coolio :3 ahhh now Liberty City will be a much more dangerous place to be. Question, why do Russians sometimes spawn in Meadow Hills? Because of Bulgarin? Also I feel the Irish should also hold some territory in Alderney due to their presence during Smackdown, Payback and Rodney McEniry's most wanted mission. Just a little suggestion :D

Yeah, I set them to appear there to refer to Bulgarin's Bratva.

 

As for the Irish mobsters, they don't appear in Payback as far as I know. It's just the fact that they used their models for the Italian Mafia in that specific mission, but canonically speaking, they aren't the McRearies.

 

Good idea nonetheless.

  • Albanian mobsters can now be seen in Northern Gardens sometimes at late night.
  • Angels of Death MC bikers can now be seen in Colony Island sometimes at late night.
  • The Lost MC bikers can now be seen in Acter Industrial Park sometimes at late night, and no longer do in Berchem.
  • The Italian Mafia can now be seen in Colony Island sometimes at late night.
  • Irish mobsters now appear in Leftwood from evening to early morning, as well as in Berchem sometimes at late night.
  • Hustlers can now be seen in Chase Point sometimes at late night, as well as in Colony Island from evening to early morning.
  • Triads can now be seen in Leftwood sometimes at late night.
  • Spanish Lords can now be seen in Chase Point sometimes at late night.

Awesome update :D I was about to suggest some that you did here, mostly I was about to suggest Hustlers for Colony Island. Works perfectly. Maybe Spanish Lords could also have a small share in Leftwood in the night time hours? Or President City? The housing projects look like they could be inhabited by Spanish Lords (and I set them to spawn there on my game). Steinway could on the other hand have a small share of Hustlers influence, given the fact that the Steinway Projects's real life equivalent has a lot of African-American gangbangers residing there.

  • Angels of Death MC bikers are no longer hostile towards the Hustlers and Korean Mob (a.k.a. Midtown Gangsters).
  • Hustlers and Spanish Lords are now hostile towards each others.
    - I'm not exactly sure if there's any kind of rivalry between them in the story, especially with the connection between Playboy X and the Spanish Lord members Trunchez brothers, but it wouldn't be out of place to see those two street gangs have some street hostility towards each others, especially since they don't meet the whole day, and they only do that in the ghetto and some housing project neighborhoods.
  • Yardies no longer appear in South Bohan at night.
    - The main purpose of adding them was to have some gang hostility in Bohan's streets. It's obviously not needed anymore, as Hustlers and Spanish Lords are now hostile towards each others.
  • Hustlers now have presence in Steinway.
  • Spanish Lords now appear in Presidents City and Leftwood from evening to early morning. They can also be seen in Chase Point from evening to early morning as well, and not only at late night.

BP Threshold has been increased by 0.09 for every hour in which it's set lower than that, Exposure has been increased by 0.01, and Gamma has been decreased by 0.03.
