[Solved] Doomsday Heist: Mysterious Blue Van

I know this is very late, and not currently relevant, but has anyone else noticed the odd blue surfer van that you can lock onto at the half-way mark of the Doomsday Heist setup mission "Signal Intercepts?"

 

I was playing through them the other day and it just hit me as an odd thing for R* to do. After everyone arrives at the parking lot where the Deluxos are stored, a blue surfer van drives past that you can lock onto, and if you destroy with a rocket, are awarded 25RP. I might be late to the party as to the real reason for this, but could someone let me know what the purpose of such an odd addition has, or could possible be?
