Well? Why not - horses / greyhounds be difficult, and people have probably be bothering R* for Bloodring Bangers and similar since AW failed to deliver. 

 

But it won't happen. Probably not much demand to place bets on vehicular racing... even if you're one of the drivers.

MK2 rockets, no lock-on, portable Orbital Strike, permanently invisible on the map, instantly requestable via the vehicle menu, 500K insurance cost, instantly bad sport when blown up, and it's fully gold plated. Oh, and it has the yacht defence mechanism on board and shoots 20 rockets at the same time.

Unless they fix the handling on every car issued since the SASS update, I am kind of meh on it.  The speculation that it will be like arena wars and therefore require gambling outside of regular GTA $$, if true, will be a let down.

There shouldn't be any window in a gambling room otherwise people may cheat with something like scope or drone

That is just terrible.  I ran into two passive popping sewer rats in khanjali's yesterday.  The Khanjali has just enough power, and is just enough killable by a jet coming in from overhead.
