I'm not sure what you're trying to ask. Canon storywise? If so, it's kinda not. They're just side missions for 100% or to give you something to do.

It's hard to say. Like sometimes side missions are included in such a way that they are obviously supposed to be believable as something the character would do (eg Niko doing taxi missions in IV) and sometimes not so much (eg Tommy Vercetti working as a pizza delivery boy). I think they're in a grey area, not necessarily canon but believable as something the characters could choose to do for fun or to make some extra money early in the game (even if it's a bit of a stretch with some of them). Maybe not canon story-wise but canon in-game-world-wise.

Doubt it. I mean I just can't see Claude taking time out of his day to put out fires, or Tommy pulling a Batman by stopping crime across Vice City
