A biker drug facility: Somewhere here: https://i.postimg.cc/7LHgg1mC/VCS-map-final.gif But their bike is not spawning outside the property so how can I trigger an attack? You must complete that specific mission to have the drug site as yours. I don't want to give any spoilers though, so just keep on doing the missions.
