southparkmayor
I've a i5-4690k @4.3 ghz, 12 GB RAM, and an Rx 580. Despite my computer being well above recommended my computer struggles to reach 60fps consistently. When driving around the FPS can easily reach to 40 fps in which the CPU is registering 100% while the GPU is at only 80% or even lower. In addition the game suffers from frame time spikes that are as high as 200ms or more. This makes the game feel like a laggy choppy mess. YES nothing is running in the background. Rotorhead359
Those specs look fine for 60fps for the most part, but this game just is really demanding on your CPU, most noticeable when driving fast through the city. What are your settings? Turn down extended distance scaling in Advanced Graphics, that one kills your CPU. Also, don't use Ultra Grass quality, it will wreck your fps in forests, I just use High. (and in multiplayer you might want to use Normal so it doesn't obscure other players from you) Edited June 12, 2019 by AirWolf359
Dryspace
It seems you've got one or more issues that you need to deal with. First verify that other games of a similar technological level run without issue. I have a 4770K at 3.9 GHz, and I had no CPU problems. At no point did my framerate drop below 50 (which was the refresh rate I used), even when flying, and it was only that low because I was playing at max settings with a lot of AA. I was entirely GPU-limited. According to DSOGaming.com, a 4930K @ 4.2 GHz, limited to 2 cores, did not drop below 49 fps while driving around the city. This was at 'Very High' settings. YarrVee
I agree with the other two posters as I'm on a 4690 at 3.5Ghz with a 1060 3GB and 16 GB memory and don't have the issues you're talking about - but I haven't really messed with (turned up) any of the graphics settings from what comes out of the box because I know that while GTA V PC is 4 years old (and not so demanding), so is my CPU...I think I'm due for a CPU update this year...
