OpenIV error on initial setup

I'm trying to install OpenIV on GTA5 for mods and I have the ovisetup.exe and whenever I try to run it, I get an error saying "The application is unable to start correctly (0xc0000142)"

My GTA 5 is not pirated, the only mods it has in it are Rage Hook and LAPDFR, I'm using Windows 10, on the steam version of GTA 5 too.
