Considering our characters all start out in prison. Why not have tattoos as an option? And here are people with tattoos in the late nineteenth century. They were mostly for criminals/slaves/outcasts. Also... Sailors had tattoos as mentioned above and circus performers. Pretty much the lower class. Tattoos weren't 'mainstream' popular or accepted until the 1950's or 60's. So yeah... I can see outlaws having tattoos. Native American tattoos have spiritual meaning as well. I appreciate your stance but there's been many posts already about how tattoos have been around for millennia, not sure why you're referring to them as only a modern thing. Personally I'm not for or against them, if they were in the game I doubt I would get any. My GTAO character has a few but I honestly forget he has them as I'm usually always wearing a coat or something.
