Command line doesn't work - GTA EFLC

Why my command line doesn't work?

 

-nomemrestrict -norestrictions -minspecaudio -forcer2vb -noswapdelay -stereo -availablevidmem 4096.0 -novblank -noprecache -percentvidmem 1.0 -DX9 /high

 

I've tried with commandline.txt and shortcut to LaunchEFLC.exe, and the game still thinks that available vid mem is 376 MB, instead of 4 GB. My OS is Windows 10, and GPU is Radeon 530
