help with modloader crashes

so whenever i enter a vehicle my game always crashes and gives me this 

i've tried running it with no mods in the folder but still crashes and the only time it doesn't crash is when i remove the modloader folder

Your crash is either related to a vehicle limit issue or a script problem.

This make things easier, remove that CLEO and try again, if the crash still happens then the issue is related to vehicles. For fixing that you need to install a limit adjuster.
