Lock On Issues

I was playing GTA V a few days ago and all of a sudden i couldn't lock on anymore. I can only lock onto npc's and it is make battling unfair, especially with all the people being trollers and griefing your supplies... I restarted everything from my game to my whole PC. Please help.
