I wanna know how to make my own C-Hud

So on the Internet I saw lots of guys showing their C-Hud mod for GTA SA and I want to make one for myself.

I know how to design these, especially the health bar and wanted stars. But I don't know how to add them into my game and tools I need to do that.

I will be so grateful if you guys can help me out with this.
