Describe Your Ideal Wanted Level System for GTA VI

The title says it all. You could describe a complete new system or simply pick one from the previous games with some tweaks if you think they're already good enough. As for myself, talking briefly at the moment, I would like a combination of V and IV.

 

We have a search zone which gets bigger with each star and you are required to either escape the search zone or stay "undetected" for a certain period to lose the cops(this is basically a combination of V and IV). Each cop has its own vision like V and you'll find cops and helicopters patrolling the search zone when you're in "cooldown". Cops won't remember you as usual with GTA games because I think it would kinda ruin the freemode fun if they did so let's just keep it that way. 

 

If the game has a countryside the sixth star includes the military. But in the city the sixth star means the national guard. As usual you can use pay'n spray and mod shops to change your car so cops would lose you. Putting on masks or changing clothes also works. 

 

We obviously have roadblocks, spike strips and helicopters. NOOSE may use tear gas to blind your sight and they are also more tactical. Trying to surround you in groups. Police cruisers may ram you from behind and they also may use heavier vehicles to wreck your car. Stealth can be used to lose the cops. Interiors help and you may also turn your car off during the cooldown so cops wouldn't notice you unless they are near you. Changing cars also makes cops not to recognize you unless you're very close to them. Also during "cooldown" cops don't magically come to you like V. They patrol the search zone so they may accidentally find you. Blending in with the crowd like in a strip club also helps remaining undetected.

- Keep changing appearance of your car or your whole clothing from SA as a way to lose law enforcement while making sure not one of them finds you doing so.

- Witnesses in city or any crowded places.

- Sniping from a hill or any other deserted places rarely gives you a wanted level. Since realistically, cops there are scarce.

- Civilians do not mind seeing you standing in front of them instead of calling the cops to get you out of their sight.

I'd like the GTA V system but with some changes:

 

A search radius centered around your last known location / location of the crime.

If you evade for long enough, the wanted level will remain for a while longer but will not be active, and will only be 're-activated' if you are caught committing another crime (similar to RDR bounty). If you are not caught doing any crimes in this time, the whole wanted level will go away.

The number of police after you is reflective of your wanted level and your crime, not just constant police turning up even on 1 star

A limited amount of police that will come after you in one 'wave' which will then eventually give you a few minutes of space before the next wave (similar to killing all sheriffs in Red Dead)

Crimes committed in the middle of nowhere will go unreported unless witnessed

Police response is slower in ghetto areas or countryside areas

  • 1 Star: Police will not actively pursue you, but if they see you they will give chase. They will chase without shooting and try to peacefully arrest you
  • 2 Stars: Police will actively look for you, but not try to shoot on sight. They will chase you and try to arrest you, but if you have a weapon out they will warn and then shoot at you (but still prioritze arresting over killing)
  • 3 Stars: Police will shoot to kill, and some will be armed with shotguns or MP5s. They will also occasionally have a helecopter following you to keep sight
  • 4 Stars: Occasionally SWAT teams will join regular police, and use machine guns etc. Helecopters become more frequent and will also shoot at you. Road blocks are put in place occasionally
  • 5 Stars: SWAT teams are more frequent and standard police are less frequent (except road blocks). Snipers will also line the roofs of buildings surrounding the area

Combine the best parts of GTA IV and V and avoid dumb decisions.
-Keep the GTA V cone vision thingy instead of having to leave a search radius. However make cop spawns more frequent within a wanted-level dependent radius.

-Return the six-star scale from GTA IV and don't automatically raise a one-star wanted level to two stars.

-Make it a necessity for a nearby NPC to report crimes via a phone (and for the love of god, don't give animals this ability).

-Improve the police AI so they don't need a ridiculous catch-up mode and so that they more often perform proper PIT manouvers.
-Make cop spawns and pathfinding during cooldown more natural, especially police helicopter spawns.

I'll split this into "general" and "per-star" sections. Take this as based on the GTA V formula (so police still have independent vision, spike strips will spawn, they'll sometimes recognize a stolen car, et cetera), but with new or changed details.

 

In General...

  • Responding units should only be spawned and dispatched to the area where a crime was committed and have no special spawn increase outside of that zone. Naturally-spawning units could still appear and alert other units.
  • Crimes committed must be reported by a witness or trigger an alarm for there to be any response. The player's location would still need to be known for units to find them quickly, otherwise units will search the area.
  • Civilian reports will not always be responded to, and can be interrupted by the player.
  • Players can change cosmetics, respray their car, switch cars, or hide to avoid detection even when in view of units. Vehicles known to be owned by the player will be recognized without a license plate change.
  • "Wanted" status without knowledge of location should last longer, increasing per star attained, but cause no special spawns outside of the search zone.
  • Players may be let off without being "Busted" at One Star even when caught, and may be able to bribe units to avoid being "Busted" at Two Stars.
  • New types of response from law enforcement like road checkpoints, non-lethal offense, heavy blockades, and remote shut-down on certain modern cars (should the game be contemporary).
  • As chases progress over large distances the involved car units should swap and change, as well as damaged units retreating before being disabled.
  • Rural response should be slower, ill-equipped, and of fewer units compared to urban response.
  • More crimes should be recognized, such as trespassing, broader destruction of property, hit-and-run, et cetera.

Per-Star...

  • One Star: Caused by small crimes - theft, robbery, criminal mischief, assault - and responded to by one or two car units. No lethal force taken, area searched is small, "Wanted" status ends after an in-game hour.
  • Two Stars: Caused by average crimes - armed robbery, grand theft, destruction of property, armed assault - and responded to by two to four car units. No lethal force taken, area searched is moderate, "Wanted" status ends after two in-game hours.
  • Three Stars: Caused by serious crimes - murder, use of deadly weapons, manslaughter - and responded to by six to eight car units. Lethal force taken when attacked, area searched is above average, "Wanted" status ends after five in-game hours.
  • Four Stars: Caused by major crimes - multiple counts of murder, use of heavy weapons - and responded to by ten to twelve car units plus FIB and air searches. Lethal force taken, area searched is large, "Wanted" status ends after ten in-game hours.
  • Five Stars: Caused by extreme crimes - deadly rampages, use of military-grade weapons - and responded to by twenty car units plus FIB, NOOSE, and air searches. Lethal force taken, area searched is huge, "Wanted" status ends after an in-game day.
  • Six Stars: Caused by incredible crimes - absurd amounts of death, creating mass destruction - and responded to by thirty car units plus FIB, NOOSE, air searches, and National Guard. Lethal force taken, full-map search, "Wanted" status ends after the player is killed.

Combination of RDR and GTA.

 

Marked witnesses so you can stomp out people before they report a crime. Circle that grows with wanted level, stay out of sight inside it or escape and stay out of sight for a slightly quicker escape.

 

“Warrants” issued on the second and third stars—depending on how heavily identified you were/leaving law enforcement alive.

 

Active manhunts on higher wanted levels, again, only if you were heavily IDed, and/or left law enforcement alive to ID you. Basically a “lockdown” like in RDR2 for the neighborhood/area you are being hunted in, along with the bordering neighborhoods as well.

 

Manhunts cooldown after a few days. Warrants stick around unless you bribe someone.

 

Worried about story mode wanted levels affecting free mode? No problem. For big missions like robberies you’ll most likely wear a mask like in GTA V, so you’ll never get stuck with a warrant or manhunt because of a mandatory mission—unless the story calls for it and you are moving to another island or borough or county or however it is set up in the map.

 

If the inclusion of manhunts were to make it, I could easily see a period of the game towards the end where the entire map (or a large portion of it) is put into a permanent manhunt/lockdown for story related reasons, like the riots in GTA SA, and the player being forced to sneak around to and during these last couple missions as a nice change of pace, and slight poke at Rockstar’s actual Manhunt series.

And I would like to add:

 - 6 Stars: they sent John Wick to kill you.

 

But seriously. They should create a more realistic wanted level. TwistedMedia described it quite good. The wanted level in GTA4 was quite like that.

All I really want is highway patrol to appear if you ride fast car.

Also rise the limit of stars before cops stop trying to arrest and start shooting.

 

Getaway in car is absolutely boring in V, because you'll stopped only after random bullets, that police throw at you, finally deplete vitality.
