what's your ideal vehicle for chasing down NPC's on the streets of LS?

So I don't really have a large fleet of vehicles yet, currently my go-to car for chasing other vehicles I need to steal or chasing NPC's carying an objective, etc, is the Elegy Retro Custom which i've completely upgraded. But there's gotta be something better, I know it. What vehicle would you recommend for this purpose? I am NOT into racing, so if it matters I don't care about performance on the race track and it's not gonna be for competition against others. I just need the fastest vehicle to catch up to NPC enemies in their own fast vehicles, outrunning the law, and beating time limits in free mode, and stuff like that

I used to use an armored Kuruma with off-road tires. Now I just land the OP2 up the road a bit and shoot them with the carbine with fmj's.

ok I should have mentioned that this is excluding ambushing them up the road. And my question excludes Oppressor MKII, any bike, and any flying vehicles

 

Although now that brings up a question - if I use full metal jacket rounds,if i DO shoot at the driver, does the game give me even a slight leeway in terms of landing a lethal hit on the driver? Will it basically make the driver himself a larger target for me? or will I only be damaging the vehicle more?

The revolter is my goal vehicle to NPC chases, is AWD, have a ridiculous torque, a impressive ramming power and can catch up to every stock sportscar an npc is going to drive. Is very expensive tho, 1.6 million is a hole in the pocket. 

I recommend the nightshark as a second one, do not equip armor plating on the windows and you can use drive by weapons, the ramming power is very good and has a lot of explosive resistant armor, no one can bother you when you are in it (at least in free aim)

Pretty much any fully upgraded Sports or Super car is more than fast enough to do everything in freemode. NPC cars travel very slowly for the most part.

 

Elegy Retro Custom is one of the best Sports Cars in the game, if that isn't working for you step up to a Super car or a faster Sports, the Pariah. I personally never even think about it unless I'm driving a Youga Classic, Regina, or Rat Loader. Just use whatever.

 

It doesn't matter what bullets you use 1-3 shots to the head of an NPC driver will kill them. You are always gonna hurt the car a bit cause you have to shoot through a window.

Cant stand the idea of using a supercar to chase some gang members on a van, is so out of place, thats why i have been using the revolter and tulip

Yeah but he asked for a faster vehicle. Then again he said he doesn't care about vehicle performance so I'm not sure what he is looking for.

I am not criticizing you, i am just saying how i feel. People use supercars for everything and this makes them the opposite of special, kinda sad but that is just my oppinion.

As long as you're not driving an Emperor, Manana, Voodoo, Regina, Surfer or a Dune Loader you'll be fine.

 

I usually drive SUVs or muscle cars during crate missions & they have no problem keeping up with the NPCs.

A lot of times after catching the car with the OP2, I jump off it and steal the first car I come across to chase them down.

The only case I'm after NPC's is when I'm doing CEO or biker jobs. I often use CEO's Washington or Sanchez because they are quick and no need to call MMI if something goes wrong.
