GrudgefromSanAndreas
Ciao a tutti GTAFrutti! You may think it's obvious that V has the most brutal police but i'm convinced that's not entirely true. See, they may be the most accurate when on foot but in Vice City when you're driving and hit spike stripes and are being chased by vcpd cheetah it's an utter nightmare! Especially when there's no paynspray nearby. Not to mention how fib tactical units in V are surprisingly weak iirc and they seem to have the same health as regular cops, wtf?! While in every 3d gta it takes 2 sniper shots to kill them. In GTASA tanks always run you over which is not the case with VC and i believe iii where they occasionally exit rhino and instead shoot you on foot whereas in V the army only shows up in and around Fort Zancudo. Cops in V are the easiest to escape, in IV it's nearly impossible to evade above 3 stars unless you go to underground subway tunnel. In all 3d gtas you have to collect bribes as you cant evade wanted levels like in hd. There are other aspects to talk about but i don't really feel like it so i leave it up to you... TheSantader25
Vice City cops are nightmares. They are definitely the most annoying cops in the series IMO. I Myself find V cops easier to deal with in comparison to IV as well. Lioshenka
VC's police are very good. Their use of spikes is great. IV police isn't the best, but they always get you because they are everywhere, and the streets are all narrow, and there's nowhere to hide. Aquamaniac
When you can't evade 3 stars in GTA IV you cannot drive But being shot in GTA IV by police sometimes feels like an execution, it appears to be more violent as in V, since I can't remember Vice City I'd vote for IV. billiejoearmstrong8
In V they have ridiculous shooting accuracy and will shoot you for standing there but Vice City law enforcement is crazy, the way they'll frantically drive at you and run you down in the street alone makes them the winners. They'll shred your tyres and beat you down to the ground with a nightstick to arrest you. Also they pay you for punching criminals and machine gun you down while dressed like Miami Vice characters after stepping out of a sports car. And does the military count? Vice City military literally murders you on sight just because they don't like you. Has to be Vice City. LazlowsucksiloveslutS
I always thought GTAV police were most brutal, until I played Watch_Dogs. In GTAV I have a bigger chance of survival. GTA3 and Vice City - yes, I found it pretty hard to keep a straight line when escaping cops at 2 stars and above. I don't know why they programmed the cops in 3 and VC in such way that they f*cking ram straight into you. It's f*cking annoying. GTA SA and afterwards police became more refined. When I first played 3 and VC I didn't really mind. After replaying them like 20 years later I was really annoyed by the law enforcement. ChengizVlad09
Absolutely agree! Not only law enforcement is brutally efficient, but that is as well one of the most enjoyable aspects of that game, just like it's the case with III and SA. They will stop at nothing in getting your ass wasted and pasted all over the asphalt. Seeing 4 FIB agents exiting 3 vehicles simultaneously in the same scripted manner and immediately opening fire at the same time is simply an iconic scene that gets me lauging my ass off while being riddled with bullets even after all these years. Or maniacally trying to run us over in full speed. No loading times, no waiting, no moral dillemas. Just start that safe file and you are back in action in no time. F'cking priceless. I simply cannot fathom how anyone can say that cops in V were 'difficult' to handle. Filthy casuals, lol, but in all seriousness, because of the millions of these babies cops in VI will probably start commiting suicides upon our encounter with them. Just the other day, I was f'cking around Vice getting away from the FIB and while on the run, I spotted their SUV constantly tailing me and getting closer and closer - this thing is darn fast, probably faster than anything, lol. I didn't want to lose any speed so I thought I would shake them off by launching from those iconic stairs in DWTN Vice and instead they decided to follow my steps and in the end it was one awesome slow-mo with me and them in the air. F'cking pricles I say. Probably few seconds of gameplay that is worth more than thousands of hours I spent playing GTA 0nline for example. Male01
Since you are excluding actual brutality, I choose the SFPD. Despite their voice lines make them seem like gay pacifist social workers, the SFPD is equally hostile. Copcaller

god speed
The GTA III military will shred you in a split second with their overpowered M16s. I don't understand why in VC they carry MP5s instead, except in the Fort Baxter. Copcaller
Ondr4H
I dont know if brutal, but Los Santos cops and Los Santos County sheriffs are most trigger happy cops I´ve ever seen in GTA series. They like to shoot and they shoot very well...

Cops in VC ain't even a match for its prequel. You can't use any Rhino because every single one are locked. Not to mention, roadblocks in VCS are the deadliest (For example, if one lined with FBI agents, they will certainly pouring down rain of bullets onto you and your car will explode in 3 seconds the least). Timcatgt5
The Army from GTA 3 deserves the top spot. Try to escape from their grasp while driving any vehicle other than the Rhino and you'll understand why, and the M16 can tear you to shreds in a second. GTA V are next due to their accuracy and firepower, along with the Rhino now able to fire its turret, so it's almost instant death when you get close. GTA: Vice City Stories and the FBI roadblocks. Their MP5s destroy any non-bulletproof car within seconds as well, so I don't bother going past them unless I have a bulletproof car. Kumieee
V's LS/BCPD. It's a combination of police spawning right in front of your face when you're making your escape, ridiculous accuracy and the protagonists being as durable as looseleaf paper. Their arrest range was bullsh*t, the helicopters were super resistant (except if you shot the cockpit with a sniper rifle) but that's about it. The difference is that the sniper rifle does 200 damage in GTA IV and 101 damage in GTA V while the Heavy damage does 216 (basically 200) while in the 3D universe, the Sniper does 125 which is less than a single minigun bullet and python/deagle bullet. Algonquin Assassin
I'm not a fan of GTA V's cops. You can be hiding up on a roof with no way of them knowing where you are and if you're unlucky they will still find you most of the time. I also find the "ducking" feature in vehicles to be pointless. Does it even actually work? Coupled with their Terminator like accuracy that can pick you off from miles away (Ok that's an exaggeration, but you get the idea) they're absolute c*ntbags. The other GTA games get a good balance of being a challenge without being too much, but GTA V felt like it tipped the scales a little too much to being more a nuisance than a genuine challenge IMO. If sneezing and farting were possible you would get your arse handed to you for doing that. I hope the balance is shifted back in GTA VI to be something more reminiscent of a fair challenge. iiCriminnaaL, god speed and El Penguin Bobo
El Penguin Bobo
All of the 3D era cops were extremely difficult at 5 stars especially with GTA 3 because the FBI agents always have the OP asf SMG. For HD era, I'd say GTA V. If the protagonists didn't die from every 5 little hits, it wouldn't be so bad but with that and cops with dead on accuracy, it makes rampaging more unbearable than actually fun. Shame because when you actually survive, it's actually fun.

Ducking works, I tried it a few times. However, as the game doesn't really explain it to you, I am not too sure if you are supposed to be in a car with a solid roof, or in an alley, or behind an obstacle. With regards to your second point - I think that GTA 5 combines the two extremes. If you try and evade the police the good traditional way then yes, it's difficult and a pain in an ass. However, you can always just head for the hills, then sit there for a minute and all five stars will disappear. Where is the logic in that? Oh, and having said that somehow they will give you a star for shooting an animal up in the hills... So again, I'm not sure of the logic. jm-9
On lower wanted levels, the cops from GTA 1, London 1969, London 1961, GTA 2 and Advance are the most difficult. This is because in these games, a single hit from a cop's nightstick knocks you to the ground and gets you busted. It makes ordinary cops deadly in a way that they're not in the other games. Even a single one running towards you is dangerous. On higher wanted levels, I'd give it to GTA 2 or GTA III. The FBI and army in both is brutally difficult. Honourable mentions go to Vice City and GTA 1. Vice City's army is slightly easier to deal with and GTA 1 doesn't have the FBI or army. The cops are still armed with machine guns at four heads (equivalent to six stars) and if you get stopped at a road block you're finished, but road blocks only happen on main roads, so they're not nearly as much much of a threat on smaller roads.
