I'm surprised too. Although, between GTAO cartel lobbies and all the hate it received in general in GTAO maybe R* didn't think it was worth the hassle? I like that mode and I don't usually like PvP. I've used it to get the daily kill challenges done, and once joined even just for fun/xp/money/gold.
