OpenIV setup not working on 3.1?

i have the problem (many another people too) that when i wan't to install OpenIV (3.1) that the setup ist just closeing so i can't download it i try it since 3 hours restarted my PC and nothing works. is there a way to install it with out just closeing in the download process

while installing reach 50 to 60% it forced closed..without any notice.
