Revolter - Worth 3500$?

I had a Revolter a long time ago. I forgot it in my MOC in the personal vehicle storage, and upgraded to the vehicle and weapon workshop. Now I went back to the vehicle storage and I had my Revolter again..... but I tried to sell it, and it was only worth 3500$. Why is that?

Is this the Revolter you got for free and purchased one or two upgrades on, but nothing else?

If you played GTA Online between the 7th of August and the 13th, 2018, and you were on "The Guest List" for the After Hours DLC, you'd have been eligible for (unlimited) free acquisitions of the Ubermacht Revolter and HVY Nightshark.

I was in on that time. I had no idea about this though.
