Other players driving my hvy insurgent

ok...so we finished all the humane labs raid heists and unlocked the 2 insurgents. I purchased both..only one I can save in my garage. the other we have to call Pegasus to pick it up and pay $200 every time. which seems a little odd seeing as how we paid over a  million to purchase it!!! Now though.when we pick it up..and have the vehicle access set to no one..other players can still take the insurgent and drive it around!! Why is this happening and how can I stop it?? How can we get it into a garage and not have to keep paying the 200?! I mean why did we purchase it if we still have to pay to get it?? that's a lot of money on gta to pay for a vehicle that's obviously not ours to keep! Anybody help me with this???? also it may be relevant that we are playing on a xbox 360 console..

So the pick up version is a pegasus vehicle which means that anyone can drive it doesnt matter what you put in the vehicle access, the vehicle access only works with personal vehicles.

200 bucks isn't that much op, you can make that up by doing literally any job.

You can pay even more by buying a bunker and a MOC and turn the pickup insurgent into a personal vehicle
