Buying a second appartment

I'm a long time returning player after switching consoles and making a new account and I'm having problems with buying additional appartments. Has anybody got an idea at what level you can buy additional appartments? I've already got a 10 car garage but for some reason when I go to buy a property it doesn't show me any 'empty' slots, it only gives me the option to replace my existing one.
