For some reason, I'm having a lot of trouble getting this one to trigger properly. I already have the pipe for Dutch on hand, I just need him to request it, then give it to him so I can get the Vaquero Rider Spurs. I don't know what it is, I didn't have this much trouble on my last playthrough. I've tried talking to him while he's smoking a cigar, at various times of day, etc. If any of you guys could help me out on triggering this request it would be much appreciated. Thanks I had a similar problem. He asked me for it in Chapter 2 but I didn't get it until Chapter 3. The item log updated when I got it but I was never able to give it to him for some reason. All I did was walk up to Dutch right when he lit his cigar and the request finally triggered. I wouldn't say for sure this is the reason for this particular quest not triggering. On my first playthrough (base game since I haven't hooked my PS4 up to the internet in 12+ months), never got this particular quest to spawn either despite loitering and constantly in-and-out at the camp.
