Vice Cry lag

Is it normal that Vice Cry 1.8 mod is lagging on my computer?
Vegetation part is really f*cked up, and some streets are below 20 fps.

Currently i have Intel HD Graphics 4400, which is garbage but still, it's a 15 year old game.
Is it the mod or it's my setup?
