Steam GTA IV Modding

I want to mod GTA IV using OpenIV 3.0. I made a copy of GTA IV to mod. Do I need to launch the GTA IV copy using the LaunchGTAIV.exe, as opposed to the GTAIV.exe? If so then the problem is that the game will not launch unless it is through the Steam app desktop shortcut -- which is a URL path. I have no understanding of this situation. Can somebody please explain this situation to me in great and laborious detail, as if I were a child.

  I am using GTA IV version 1.0.8.0.

Downgrade GTA IV to 1.0.7.0 (Still have Multiplayer) or 1.0.4.0 (Best one for performance and graphic modification) if you want to use mods with GTA IV. I would recommend to use one copy only for backups and another copy for actual playing via steam. I did it like this:

You don't need older versions of the game unless you're planning on downloading things like ScripthookDotNET mods and the like.
