When the game is in fullscreen the mouse will start lagging in the menu (input lag + 30 fps) and it will also add like a white filter, looks hideous. I found a "solution", it's using thirteenag's mod (windowed mode) but it just allows you to switch between windowed or bordeless fullscreen not a real fullscreen mode... I tried using DINPUT8.dll from GTA SA Speedrun forums but still without working. Use it to only load mods that overwrite or replace existing files of your game. As for your issue, I've experimented that too and it seems to be caused, at least in my case, by a badly coded script. If all of your installed mods are inside the Modloader folder disable them in the in-game pause menu, changing the exe's name its not a good idea. I found a "solution" I was messing around with resolution and then put "draw distance" to minium and changed to 720p... The colors became really vibrant and then I changed again draw distance to max and resolution to 1080p and still that vibrant, I guess I just have to do that everytime I want to fix it... even though I'm now used to the filter.
