Plane Crash in Vice City

So I was walking down the road in Down Town Vice and I see a Victim (Clothing Store) so walked in to get a new Chain then walked out and Immediately an Ambient Plane that spawns when you Exit Interiors Crash Lands, damn near on top of me... Is this a bug or a feature? I don't know if this plane is supposed to spawn in the City like this anyway with all the tall buildings.
