bruyamang
Howdy outlaws, does anybody know when all gangmembers are present in the camp? Im on my 3rd playthrough and i wanna stop when all the gangmembers are inside the camp.
Jimbatron
Possibly in chapter 3 after you rescue Trelawny (if you include him he’s not staying at the camp prior to this), but before “A short walk in a pretty town”. Before that Trelawny won’t be there and after that someone will have died. But Im not clear if some may be off doing jobs e.g Bill working with the Grays. This right here is possibly the closest you'll get. Now, if you don't count Trelawny as a member and just as an "associate" (I see him as a member, though you can make a strong argument he's just a guy with ties to the gang), then you can have a moment in Chapter 2 I believe. Just make it so that the mission "We Loved Once and True - II" is the only one available. I don't know that for sure, that's just something I've come up with looking at the strategy guide and seeing what all unlocks what, and going from memory. I haven't tested it out myself yet. According to the guide though, it being completed/rejected is required to unlock "The Sheep and the Goats." You can actually have everyone in camp at a few moments in chapter three, but there will be some that aren't acting "natural" because they have a mission to give. Once again, most of this is from observing my strategy guide and not from actually testing it out, but it looks like you can get close with these being the only ones available: -"Preaching Forgiveness as He Went". This one wouldn't be too intrusive because Lenny is on the edge of the camp. -"Blessed are the Peacemakers". It's right in the middle of the camp though, so I wouldn't recommend this. -"Friends in Low Places". This is another I'd recommend, since Trelawny is pretty out of the way. -"An Honest Mistake". Only Molly is out of commission for this one, and she's pretty out of the way, if I'm remembering right. -"Sodom? Back to Gomorrah." I have to recommend against this one though, because while it's kind of out of the way, it also takes a lot of camp members out of commission. Kinda wish there was a way that just let you hang around camp with everyone present at some point. Would have been neat if there was the potential to throw a party, which would call all non present gang members to the camp for that night. Obviously that would only be available at certain points in the game though.
HeyThereFriend
In my experience over the course of 3 playthroughs Chapter 3 is the only time. Chapter 4 is buggy as hell, most of the Chapter Dutch and Micah are gone. When Dutch returns he appears to be stuck by his bed doing nothing. Charles disappeared towards the end of Chapter 4 as well. I've heard Trelawny, Molly and Bill can go missing as well. Hopefully that's been fixed but I don't know.

DirtCheap
The best part is in Chapter 2, with Arthur yet to collect debt from Downes, and Micah still in jail. You can get the Off-Hand Holster without doing the Micah mission by simply skinning 3 deer. This will unlock the Master Hunter Off-Hand Holster at the Trapper. As for the fishing rod, it's hard to say when. I managed to do the fishing mission with Jack without doing the 2 missions above. But you can also shoot fishermen and rod their rods, though this will cause your Honor will plummet. In doing all this, you will be able to duel-wield, fish, and be able to go to camp without hearing or seeing that filthy creature. Spoiler Also, Arthur doesn't get TB

Gray-Hand
I’m pretty sure that Chapter 3, after rescuing Trelawny, but before Blessed be the Peacemakers has everyone.
