IMO it doesnt. I play GTAO since 2013 and I never felt that "left alone from R" like I do in RDO since the release.

 

RDO is like one of the most beautiful buildings ever built, but its rotting since then, because of missing maintenance.

this led to inhabitants leaving until its one dead ugly ruin....
