Micheal and Franklin doesn't want to hangs out after ending A

I have a question of GTA V, it's normal that Franklin and Micheal do not want to hang out together after ending A?

 

because Micheal send a email to Franklin about hang out anytime, but the phone always says that Micheal Is busy.

 

I already tried to make they meet each other in the street but this do not worked.

They acting like they hate each other and it's weird.

 

Btw Micheal can hangs out with Jimmy and not with Franklin, I think that my game might be broken.
