Xbox one, Can’t find citizens driving buggies, hardly see any citizens anymore the last week. Why?

A week ago I got the erg to look for a biggie, wagon, stagecoach. For a week I’ve been looking and I hardly see any computer citizens even walking the streets in towns. No one is driving on the roads at all. Only online real people. I play Xbox one and I change the server a lot to see if that will work and nothing seems to change. It’s like a ghost town everywhere. And if it isn’t people still aren’t riding horses or driving wagons. What’s going on?

I’m having the same issue and so are all of my friends! Wagons have all disappeared from online and any stranger missions we try to play that involve wagons will not start! Hoping someone finds a solution to this problem soon!

Half an hour ago i met Bonnie McFarlane and accepted a job to find a wagon.
The mission glitched as i there were no map markers or instrution of what, where, when.
The fast travel at McFarlane's ranch was unavailable. I exited the game.
Last week i did a wagon recovery mission out of Strawberry and it worked well.

That happens when the mission start is glitched - the place turns into a ghost town. Sometimes there are no (or very few) animals as well. It's weird
