I got aware of this from DDE and Emilia Hartford vids but I'm actually down with this. If you do illegal mods to your car you should be held responsible. Simple as that. Deleting cats for example is a no go IMO. I mean there's a reason why cars come with them, right? Besides it's made quite clear that original parts are not concerned even if the car is louder than 95 dB from factory already. The same seems to go for officially approved parts but I don't know how getting such an approval actually works over there.

Here in Germany the regs are quite clear. Your car has to meet the emission standards and you've a tolerance of 5 dB on the noise levels listed in the papers. Certain things like open inductions kits or deletes are generally forbidden. Aftermarket manufacturers normally have government type approvals for their stuff. If not there's the option to get an individual approval by one of the technical inspection agencies. Of course the parts also have to meet the given standards. Some shady guys will still give you the approval stamp even if the car doesn't meets the regs but that doesn't means that you won't get f'ed if you get pulled over in such case.

Oh and just to mention it. Here the vehicle tax is based on the emissions of your car. If you delete the cats and your car doesn't meets the emissions standards there's the chance that you'll also get cited for tax evasion with the related consequences.

Imagine being such a eunuch that you are okay with these kinds of regulations. No thanks.

Loud engine exhaust = bad, but I'm betting the BOOM BOOM BOOOOM...BOOM BOOM BOOOOM radios are still OK?

You sound like you're a lot of fun at parties.
