Basically, giving you the ability to modify any of your vehicles on the go, instead of just your weaponized vehicles.

Seems kind of pointless when we already have the office mod shop, arena mod shop, and Benny himself which isn't much of a chore to spawn near. Heck, just start a race near there and then back out at the car selection screen.
