Is it just me, or do the FBI and Military not talk (can't find quotes for them online and don't recall them speaking) and they just re-use their GTA 3 models? Haven't got to encounter the army again yet since I have to unlock Shoreside first. It's strange to me since Cops/SWAT got a re-design and dialogue.
