Auto-aim does most of the work and it takes all of a split second to lock onto a player's head, making the time to kill extremely low, we're talking fractions of a second kind of low. It gives those being attacked almost no time to react, which encourages a shoot on sight mentality. Auto-aim and one hit kill headshots with any weapon makes for a terrible combination for PvP. Its why in all past Rockstar games, headshots only killed NPCs in one shot and only did increased damage to enemy players. No idea what caused them to go back on this rule that they had adhered to since Gta 4. The reason it works for things such as sniper rifles is because sniper rifles traditionally have a small magazine, slow fire rate, and reload slowly, meaning you gotta make your shots count. The user also always has to line up the shot manually with no assistance from the game. It takes a high amount of skill to reliably and consistently headshot players with a sniper rifle. Its why in most shooter games the Sniper Rifle is the only weapon allowed to one shot players. It takes a lot of skill, and its not something one can pull off in a fraction of a second, it takes much more time than that to line up the shot. Course I severely doubt it they will ever change it at this point since they got ability cards dedicated specifically to protect one's self from being one shot by a headshot.
