... that the Arena War RNG unlocks happen in "sets" mostly for the past week or so (multiple items in the same category: spacesuits, pants, liveries .etc.) instead of individual unlocks.

Did they change the unlocks due to outrage over RNG grind or is this a Christmas/New Year week thing?

No this has been since the start for some items like you mentioned, especially clothes. You can also buy the clothes and keep them instead of them getting locked after purchase. So might be wise to buy all the cheap ones.
