Grand Thef Auto IV FPS Problem in W10

Hello!

 

Actually i want to play gta iv in w10 (before i played it on w7) and i cant set it to 20 fps!

before i get it 40 or more fps on modified gta iv with large addres (4 gb patch)

 

-Benchmark that i make before i installed w10 (check description for some details)
PD: i make it on the online because that gave me worse fps...

 

Hardware;

Hard-Drive:WDC WD5000AAKS-00UU30A 500,1gb

Gpu: GTS 250 (1gb Edition)

Cpu: Amd Phenom ii x2 555 BE (not overclocked)

Ram: 6 gb (Dual-Channel: 2gb+4gb)

OS:W7 (ULTIMATE x64) before...

OS:W10 (X64) after...
Resolution: 1440x900 Native 16:10

 

Anyone can help me?
