Add new wanted level system or add stars

I want to know if its possible to add a seperate wanted level system (for maybe gang reinforcements) or extend 5 stars to for example 7 stars?

 

I tried doing it with dispatch.meta but it did not work, and i can't script either. So what is the best way to achieve this?
