white hats appeared on the map

Just a bit ago I had a wanted level in valentine, and on my mini map appeared two white hat icons a couple streets over by the sheriffs office.  Any idea what these were?

Are you sure it wasn't just two posse leaders? Or was this a different icon entirely?

Maybe someone was escorting some npc's from a stranger free roam mission, probably prisoners, don' t know what else it could be tbh.

It was a white hat icon, an outline that wasn't white filled, as big as a posse leader star, two of them.  I haven't see it before, and I'm at level 39.  I had several hats I could pick up near me from police I was shooting, they don't pop up on the map that I've ever seen.  Does online have some specials hats to pick up that I haven't seen that pop up on the mini map?  It was larger than a dead man x.

I see them randomly, as well. They are just hats that have fallen off npcs. I have no clue what sets them apart from other npc hats. They can’t be saved as far as I can tell. I just assumed they were an unfinished feature from Rockstar.

I notice those hats appearing every now and then when I headshot someone during a freemode event. They're probably part of that system where if your hat gets shot off, it appears on the map, which is absent from singleplayer for some reason and present in RDO, where it doesn't work properly since it also tags other players's hats and NPC hats. I think those hat icons were meant to appear in the RDR2 beta for hats that could be stolen off NPCs and your hat whenever it'd fall off, but they got rid of it and forgot to get rid of it from Online too.

I just saw it again, on the steps of the church in San denis, walked up to it and it disappeared.  Weird this is the first I’ve seen it, thanks all

I'm pretty sure the Hat icons pop up just so you can find hats more easily, I also imagine it makes the Never Without One ability card a little better.

99% of hats don't pop up with this icon. Occasionally though, one does. I know they're not my hat, because I don't have a hat. My guess is that they're other player's hats, and we shouldn't be seeing the icon. It's the same icon that appears in single player when Arthur loses his hat.
