Download Speeds

I just recently got back into GTA 5 on console and in doing so realized that I still had friends on PC playing. I'd once had the game downloaded but deleted it off my SSD to make room for the likes of Arma 3 and StarCraft 2. Since then I've upgraded a bit and have plently of space to have them all at once so I decided to re-download it. Now I remember having slowish speeds back when I originally downloaded it (2-3Mbps) but this time around it is ungodly slow. At best I see 700Kbps and that is BEST. It usually sit around 450-500Kbps. Now I understood at launch/early into the games life that the social club servers were under a lot of duress but it is 2018 and the game has been out for over 5 years now. I've trying using my PAID VPN service to "jump" around to different countries but its not helped a bit, heck in most cases it made it go even LOWER! I am desperate for any sort of fix and appreciate any advice and or methods given to me down below. Thanks in advance to any and everyone who helps!
