Why didn't they do a Mad Max Fury Road variant?

Look at all the rural highways on the map.  They could have easily created a post nuclear war environment on the same map.  The death races could have ran from Paledo Bay to LS on either side of the map and of course Route 68 could have been it's own race.  The Arena is so confining and just doesn't appeal to me at all.  Just another adversary mode.  I would have rather saw them come up with boxing at the arena or some side game like that.  

 

Think using a further customized Phantom Wedge to pull a War Rig with 10 players manning the turrets and missile launchers or a fuel tanker with players on smaller vehicles trying to take it down.  

 

And just races with land mines that you have to memorize to be successful...and of course different obstacles for different races.

Boxing would be a nice addition, something on the side to do, but not wasting it on the Maze Arena. Somewhere placed on the map with a smaller area. Boxing as a sport is dying and wasting the whole of the arena on something like that would be pointless.
