AP Levels unlock the discounted prices for vehicles, clothing, masks, and upgrades. Not just trade prices on vehicles.

Pop to the clothes store dude. All clothes can be bought, but we get a cheaper price on them when (at random) they unlock. Same for trade prices on the cars, and the car modifications and weapon upgrades.

 

The whole lot is like that really.
