I never played any of the top down GTA games as I only play Xbox consoles, but if I had to pick, I'd go with Chinatown Wars in a heartbeat as it seems to be the most up my alley! :)

GTA 2.

One of my fondest memories was running over the Elvis impersonators, I cracked up the first time I did it. And being able to add weapons to your car, and gaining respect from other gangs so they'd defend you against the cops were fun features to mess around with. It was my favorite GTA until III hit.

GTA 2 because of it retro futuristic theme. CTW is awesome too, but GTA 2 is more unique in that respect IMO.

GTA CTW because it has more features, good graphics etc, better story line then the other top down GTA games and also I liked it more then GTA VC and GTA 3.

GTA 2.

Let me also mention that GTA Chinatown Wars is not top down. I hate it when people say this because one, It clearly isn't and I will prove it, and two, Rockstar even said it was apart of the 3D Universe. Don't take rockstars word for it, see for yourself.

Chinatown Wars has a camera angle that is slightly higher. This does not mean it is top down. The pictures I attached clearly show that. If I were you, I would remove Chinatown Wars because it is not a "top-down" game. Chinatown Wars is actually 3D and takes place in the 3D Universe. The only thing that you can argue is that it is not "actual 3D". This is due to the perspective (being slightly higher than normal). That does not change the fact that all models are 3D modeled textures. Although the term can be a bit "loosey goosey" in a way, it doesn't change the fact that it is 3D.

GTA1 because of nostalgia, soundtrack and storyline.

What storyline? lol. GTA 1 had a cool soundtrack granted, but that zooming camera made me feel sick. I'm glad that was fixed in GTA 2.
