Well I tried to rob them but they weren't having any of that, so I had to shoot them in a heads. Well then he says the title, and I'm like ok how do I open the safe? Dynamite can be bought from Fences. There is one introduced early on through a quest (that takes you to Emerald Ranch), but I'm unsure if that Fence is accessible before you meet him the mission. I could have sworn that I had some left over even after 'Who the hell is Leviticus Cornwall' (it's in the throwable items list in the wheel), but even if not - the fence in St. Denis should be open and selling it from the beginning of Chapter 2. You can also open a safe with explosive bullets or wait for them to unlock the safe and kill them afterwards, because sometimes when they try to use dynamite they die in the blast and the safe is open and you can take the money from the safe without doing anything , they use either a sledgehammer or dynamite.
