Is this a Glitch? - Travel by train

Hello,

I’m at the point in the game where I have to travel to Blackwater for the Javier mission.  I noticed last night that I can go to a train station and travel to all the places that I’ve never been to.  For example, I can travel to Saint Denis and I’ve never discovered that place before.  I thought you had to discover a place before you could fast travel to it. Has anyone else experienced this?  Thank you!

It's intended, I assume, seeing as they never fixed it with the patch.

 

You have to have been to the locations to unlock the stagecoaches though.

Wondered about that too.  Way back in Chpt1 I fast travelled to St Denis-arthur was stuck in place, he could spin around and thw wqorld moved past but he could not move.

 

Rode in on horseback later and can now travel however I wish there.
