The whole posse system seems strange to me. If the leader pays for the persistent posse then they shouldn't have to chose to reform it everytime he starts playing. It should be like, guilds, fleets, or squads in other games where once you're in you're always in. Also anyone that is in the posse should always be in it. Well then Rockstar cannot nickel and dime you by taking money away for running a posse if they can stay in while offline. How will they downright steal money from your account if they cannot charge you while you are offline? A posse is basically Red Dead Online's version of an organization, or biker gang in Gta Online. I have not started one myself, but I been reading it takes a good chunk of your money away every in-game day that passes, just like organizations and biker gangs.
