I don't recognize your flag so I can't figure out your timezone, but for me in the Netherlands it wasn't until 14:00 (14:30?) before I could go online yesterday. Ofcourse, I had to work till 0:30, but that's the time I got off the website.

 

Edit: Took a quick look at Newswire, but I can't find a time specified. If you're still not playing, you have ample time to try and figure out what time Rockstar says you should be able to get on though.
